GUIDELINES FOR PUBLIC RECREATION IN MAC’S FIELD
The Picnic Field/Mac’s Field
After considerable discussion with the owners, Mr & Mrs Ray Stewart, and the adjacent landowners, Mr. & Mrs. John Gibbon and the Newcastle Estate, the Parish Council voted unanimously to withdraw the application to register the land as a Village Green at the meeting held on 6th January 2011, and in so doing acknowledges the landowner’s respective inalienable rights of ownership. This is on the basis that the Stewarts are happy for villagers to continue to use the field for occasional informal recreation with their permission, as has been the case with the permission of the previous owners and tenant farmers. Specific permission will be required for more organised recreation such as a picnic. To this end we would ask that you contact Mr Alistair Thorne at Windwhistle Farm, Tel. (01722) 781198.
To ensure that villagers are given the opportunity to carry on using the field in the future, the Stewarts have offered to give the PC, or a group of villagers, first refusal to purchase the field at a value that matches the highest bid or at the market rate at the time, as determined by a land agent, as and when they come to sell it.
Due to the risks associated with the River Ebble, and potential liability issues, the Stewarts, Mr & Mrs John Gibbon and the Newcastle Estate are not able to extend this permission for access to the river, which is therefore specifically excluded. The fishing rights remain with the Ebble Valley Conservation & Fisheries Association (EVCFA) for the time being, save for the north west half of the river, which is owned and occupied by the Newcastle Estate. We are happy to have agreed what is a positive outcome for all concerned.
We would ask all villagers to respect the field when using it or crossing it on the footpath, for dog owners to clear up after their pets, and to be vigilant that they do not disturb any nesting birds, and to report anything untoward or any damage.
